[Kenya] Kwale County announces Human Resource Management System rollout for workforce oversight

In Kenya, Kwale County has announced plans to introduce a Human Resource Management System as part of moves to strengthen workforce oversight and improve the management of employee records, The Eastleigh Voice reports.

The announcement was made during a meeting between the County Assembly’s Committee on Labour and Social Welfare and the newly appointed members of the Kwale County Public Service Board.

The acquisition of a Human Resource Management System was among the areas identified for action by the committee and the board.

The proposed digital platform is reportedly expected to centralise employee information and automate various human resource functions, including staff record management and processes covering the employment cycle.

In addition, the county administration expects the system to help identify irregularities in its workforce records, including employees who may be listed on the payroll without actually being employed by the county.

The move is part of wider efforts by public institutions in Kenya to strengthen payroll controls and ensure that public funds allocated for salaries are only paid to legitimate employees.

County governments have been under scrutiny for their payroll management, with concerns raised about inaccurate staff records, unauthorised payments and weaknesses in human resource systems, which led to calls for stronger verification mechanisms.

The proposed system would provide Kwale with a centralised record of its employees and give officials a tool to monitor recruitment, staff movements, promotions and exits.

The proposed human resource system is among measures identified as priorities, with its implementation reportedly expected to determine how effectively Kwale can maintain accurate employee records and strengthen controls over its payroll.
