[Saudi Arabia] Expats barred from key positions
29 Jan 2026

In Saudi Arabia, the Ministry of Human Resources and Social Development has begun suspending a service that allows changes to certain job titles held by expatriate workers, Gulf News reports.

The news was announced in updates on the official Qiwa labour platform.

The suspension reportedly affects some prominent positions which are now restricted to Saudi nationals. These include general manager, sales representative, marketing specialist and procurement manager; limiting employers’ ability to amend occupational classifications for foreign employees.

Qiwa is the government’s primary digital platform for regulating private-sector labour relations and is operated by the ministry. It oversees employment contracts, job classifications and workforce mobility.

The suspension is part of wider moves to tighten labour-market regulation and ensure closer alignment between job titles and actual professional responsibilities, particularly in senior and commercially sensitive roles.

The ministry has yet to announce whether the restrictions are temporary or whether additional professions will be added.
