Cambodia’s Ministry of Labour and Vocational Training inspected thousands of factories in 2023 and a significant number of fines for non-compliance with labour laws and regulations were issued, Khmer Times reports.
In a report released earlier this month, Heng Sour - Minister of Labour and Vocational Training - stated that the Ministry had conducted inspections on 8,289 factories last year.
Fines were issued to 120 of the visited factories for failure to comply with labour laws. The businesses in question were reportedly cautioned to take note and comply carefully with labour ministry instructions.
In the report, the minister said that to ensure the efficacy of inspections, the Ministry will intensify the efforts of inter-institutional inspection teams to establish a culture of compliance in factories and other institutions.
The Ministry's intention to enforce tough regulatory measures through the issuance of fines and other means was reiterated and the minister stated that enterprises failing to comply with current laws will be strictly dealt with.
Mr Sour reportedly added that the government will continue to promote and encourage companies to play a peaceful role in the community, one that harmonises professional relations, offers better working conditions, demonstrates social responsibility and takes care of workers to promote high productivity and a positive work ethic.
“The Ministry will continue to strengthen relations with countries, development partners, national and international organisations, civil society and professional organisations at the bilateral and multilateral levels in the regional and global framework to increase cooperation in the fields of labour, social security and vocational training,” the minister said.
On February 13, Katta Orn - spokesman for the Ministry of Labour and Vocational Training - said that the inspection team conducts annual inspections of the situation of workers, especially those who have been reported as suffering abuse and exploitation.
“The Ministry of Labour and Vocational Training always follows its action plan, and once a year we inspect factories and check on any complaints.
Besides, the ministry deploys a highly responsible inter-ministerial inspection team to investigate the complaints of workers in the factories,” Mr Orn said.
He added that, where factories and enterprise owners are found to be violating labour laws, the ministry will take action. If they repeat the offence by failing to comply with instructions and rules, legal action will be taken against them.
