[Africa] Financial impropriety probe into former EAC boss begins

Investigations into abuse of office and misappropriation by former Secretary General of East African community Peter Mathuki before the East African Legislative Assembly's (EALA) rules committee commenced on May 13, Nile Post reports.

Mr Mathuki is at the centre of a controversy that alleges the misappropriation of a $6.6 million peace fund allocation and the intimidation and redeployment of staff at the secretariat.

Kennedy Mukulia - the  EALA  representative from South Sudan - reportedly raised concerns over the alleged misappropriation of funds meant for peace fund allocation during the 25th sitting of the 5th EALA Assembly held in Nairobi.

According to Nile Post, a committee was set to hear information regarding the mismanagement of community affairs under Article 6(d) of governance and accountability.

In a leaked document, Mr Mathuki is accused of conspiring and operating a separate and parallel budget contrary to Article 132 of the Financial Rules and Regulations.

"The former Secretary General Peter Mathuki of the EAC mismanaged the affairs of the community, he misappropriated funds meant for peace fund in DRC and on Monday the committee of rules will embark on investigations,"  Mr Mukulia said.

Gerald Siranda - a Ugandan representative to EALA - said, "We as parliament felt that the SG had stampeded parliament and had a reached a process where there were issues pointing at him on embezzlement and mismanagement in terms of violating the peace fund with a rumor of opening a different accounts."

The EALA legislators are reportedly demanding prosecution and the immediate recovery of funds.

"If there are issues of corruption and mismanagement we should recover that money from where it went and they should undergo processes of trial with the East African Court of Justice," Mr Siranda said.

Among the officials expected to appear before the EALA rules committee of  EALA  are the human resource manager and finance manager. Both are accused of illegal recruitment and the intimidation of secretariat staff in collaboration with Mr Mathuki.

"The committee will make appropriate recommendations to council and those found culprit will be prosecuted including those who collaborated with him and all those officials who aided him will be dealt with," Mr Mukulia said.
